Put the evaporator (the cold part) in water
Use the liquid cooling pump to pump water from the cooled water to the CPU heat exchanger thing.
Hot water (output) gets flushed right back into the container with the evaporator ("cold water box")

Little late to the party but technically if you start off with the pipe being filled with strong alcohol the ice will sink to the bottom so per say as the pipe being infinitely tall the solution wouldn't get weak enough for the ice to start to rise

Wouldn't dropping the ice into the tube cause a direct jolt of pressure straight into the CPU?
